Internal Cleansing in Police Regional Office Cordillera for CY 2019

The PNP Memorandum Circular Number 2017-013 was published on February 21, 2017, purposely to set forth the guidelines on the Internal Cleansing Strategy of the PNP. This study pertains to measures initiated by the PNP in cleansing its ranks of PNP personnel involved in illegal activities. The Philippine National Police has been hounded by issues concerning personnel getting involved in illegal activities. The existing Internal Cleansing mechanism of the PNP could not fully address the problem. It lacks effective and action-specific corrective and punitive-oriented interventions that will deter PNP personnel from doing illegal acts. As a result, unscrupulous PNP personnel continue to engage themselves in illicit activities with impunity. This strategy conducted intensified and sustained Internal Cleansing to identify police officers involved in unlawful activities and institute appropriate actions against them. This part of the transformation is painful in a subjective view, with some of the PNP personnel becoming the subject for operation by the same fellow uniformed task force. The Public Information Agency published that the PNP was ranked among the top 3 most trusted government agencies based on the Pulse Asia Survey in December 2019, significantly increasing the September 2019 survey. In addition, in mid- 2019, based on the assessment conducted by the National Police Commission on the professionalism of the country's police force, only 1.6 percent of PRO-COR's 6,224 police force had been subjected to charges ranging from simple to grave offenses. This rating is the lowest ratio among all the 17 regional police offices nationwide. This score also gave the title of Police Regional Office Cordillera as "The Home of Most Disciplined Cops." This title of PROCOR made the case study team interested in examining the implemented Internal Cleansing Strategy and other practices within the region.
